Fee Protection Scheme
Private Education Act
With the implementation of the Private Education Act in December 2009, a Council for Private Education (CPE) was set up to regulate the private education sector in Singapore. All Private Education Institutes (PEIs) are required to comply with the regulations under the new Act in order to operate.
Below are the new requirements which have been implemented.
Fee Protection Scheme (FPS)
With the introduction of the Private Education Act, all students' fees must be insured under the Fee Protection Scheme (FPS).
The FPS serves to protect student's fees in the event that a Private Education Institute (PEI) is unable to continue operations due to insolvency and/or regulatory closure. In addition, the FPS protects the student if the PEI fails to pay penalties or to return fees to students arising from judgements made against it by the Singapore Courts.
EduTrust certified Private Education Institutions are required to adopt the Fee Protection Scheme to provide full protection to all fees paid by their Students. All fees refer to all monies paid by the Students to be enrolled in a private education institution, excluding the course application fee, confirmation fee, agent commission fee (if applicable), miscellaneous fees (non-compulsory and non standard fee paid only when necessary or where applicable, for example, the re-exam fee or charges for credit card payment etc.)
Private Education Institutions can choose to adopt either the escrow scheme, insurance scheme, or a combination of both to provide fee protection to all their Students.

Fee Protection Under The Insurance Scheme (FPS) at CIS
CIS has put in place the FPS Insurance as its FPS for all Students and will purchase and pay for the FPS Insurance on Students’ behalf. The FPS Insurance offers insured students protection against the following events:
- Loss of tuition fees, building and facility fees, and support programme fees (if applicable) paid in advance by the insured Student to CIS and not refunded, if the Student cannot start or complete his/her course (grade) as a result of CIS becoming insolvent or being required by the Singapore authorities to stop operations.
- CIS fails to pay the sum awarded by Singapore Courts to the insured Student, where such award relates to a dispute between CIS and the insured Student on course fees paid by the insured Student to CIS.
- S$10,000 benefit payable covering the insured Student's accidental death or total permanent disability by accident.
CIS has appointed LONPAC Insurance Bhd to be the FPS providers for our students. Download a copy of the master insurance certificate here.
The insurance coverage will be for the tuition fees, building and facility fee, support programme fees (if applicable), and Physical Education Uniform Fees (if applicable). Insurance coverage is not required for the GST portion of fees billed. The compulsory application fee and confirmation fee are not subject to FPS.
Certificate of Insurance
Upon payment of the insurance premium, LONPAC Insurance Bhd and CIS will issue a Certificate of Insurance to the insured Student directly via email, for cash, cheque and credit card payments. For payments via Electronic Funds Transfer, the Student's certificate of insurance will be issued to the Student within three (3) banking dates after the date of payment. In addition, a hard copy of the individual Student's Certificate of Insurance will be mailed to parents directly by the CIS Finance Department.
Claim Process
The insured student needs to produce his/her Certificate of Insurance and original tuition, building and facility, and support programme fees (if applicable) receipts when submitting a claim under the FPS insurance. LONPAC Insurance Bhd will notify all insured students of the relevant claim procedures that must be followed.
In the event that a Student needs to make an FPS claim, CPE (or any Singapore Government authority) will take charge, inform all affected parties, and organize the claims pay-out if necessary.
Affected Students would be advised of the steps they would need to follow in order to file an FPS claim during the claim process.
Insured Students should produce the following in the event of an FPS claim:
- Valid Student Contract.
- Receipts of all invoices and bills related to their studies as per the Student Contract.
- Identity card, passport and other proof of identity.
- FPS Certificate of Insurance.
How to check your Fee Protection Status
Students can check the status of their FPS insurance directly on the CPE website. To check your FPS status, visit this page. Once on the query page, please enter the Student ID number (either their NRIC or FIN) and select Canadian International School Pte. Ltd. from the drop down list, and click the "check fee protection status" button.
